Anne Marie Garti, a co-founder of Stop the Pipeline in 2012, said opponents are grateful to all the parties and efforts that resulted in the rejected permit.

The DEC said that in addition to reviewing Constitution’s application and supporting materials, it also considered more than 15,000 public comments before reaching a decision.
Garti said Stop the Pipeline has directed grass-roots opposition through a legal strategy into thousands of comments to the FERC and the DEC to build a record that would help support lawsuits against the project.
Residents in a community know their environment better than regulators do, she said.
